Indian TVET: Between Informality and Ambitions
CERE Expert Seminar Series 2025 ‘TVET Systems in BRICS Countries: Landscape and Contexts’
November 20
“We are facing a situation of rising youth unemployment. This is partly because the economy is not growing as quickly as it was post-Covid. But it is also due to structural issues”
This Expert CERE Seminar explores the emerging landscape of the TVET ecosystem in India. It focuses specifically on mapping inequalities in access, concerns relating to teaching and learning, the low demand for vocational education, the weak connection with industry, skill mismatch and, most importantly, the broken link between TVET systems and the labour market.

Thought-provoking research was presented by Santosh Mehrotra, Visiting Professor at the University of Bath's Centre for Development Studies, and Pradeep Kumar Choudhury, Assistant Professor of Economics at Jawaharlal Nehru University's Zakir Husain Centre for Educational Studies.

The professors examined why government-financed and -managed TVET systems fail in India and whether industry and corporations can deliver a workforce equipped with the smart skills needed for the future of work. They contextualised the policies and evidence of the Indian TVET sector against the backdrop of a rapidly changing labour market and growing skills requirements amid global economic uncertainties, AI-driven technological changes, demographic shifts and climate change.
