On 26 June 2026, Prof. Marise Ramos delivered the fifth Expert CERE Seminar titled: “TVET in Brazil: Historical Notes, Contradictions and Current Political Challenges”.

What Lies Behind Brazilian TVET? From History to Contemporary Challenges

In her concluding remarks, Dr. Ramos reflected on the contradictions shaping Brazilian TVET today. Although vocational education has expanded considerably and is is associated with modest improvements in labour market outcomes, many young people still enter the labour market without without formal vocational training, and precarious work continues to shape employment opportunities. Dr. Ramos argued that the Brazilian experience highlights the importance of understanding TVET within its wider social, economic and political context. The fifth Expert CERE Seminar welcomed Dr. Marise Ramos, Professor at the State University of Rio de Janeiro (UERJ) and researcher at the National Council for Scientific and Technological Development (CNPq) and the Rio de Janeiro State Research Foundation (FAPERJ).

Drawing on the historical development of Brazilian TVET, Dr. Ramos examined the evolution of its legal and regulatory framework, the establishment of the Federal Institutes and the changing relationship between vocational and upper secondary education.

Dr. Ramos also presented an overview of Brazil's current TVET provision, which comprises more than 600 campuses and enrolled over 1.9 million students in 2024.
