CERE Expert Seminar
We are excited to announce the official launch of the CERE Observatory — a new international platform for comparative education research, with a special focus on emerging economies.
CERE brings together national experts deeply embedded in their countries’ educational systems, to generate data-driven, context-rich, and comparative insights that are often missing from global discussions. Unlike many global research initiatives, CERE builds knowledge from within, working with experts who interpret national data, understand institutional specificities, and can speak to the real-world evolution of education systems.
Each year, CERE will focus on a key area in education. In 2025, our focus is Technical and Vocational Education and Training (TVET) in the BRICS countries. These systems are expanding rapidly and facing similar pressures, but often take very different paths.
Our expert seminars aim to open a comparative lens into how these countries are reshaping their vocational education landscapes.
First CERE Seminar Russian TVET: Contexts, Reforms, and Labour Market Linkages
This first expert seminar offers an in‑depth examination of Russia’s TVET landscape — situating recent reform efforts within their historical and institutional contexts. Using available national statistical data, the session will map the structure of the TVET system: from educational attainment patterns and early vocational tracking to governance arrangements across federal, regional, and industry actors. We will examine how TVET pathways are shaped by federal modernization projects, local labour market demands, and evolving models of employer involvement. Drawing on both historical trajectories and present‑day realities, this discussion aims to provide a grounded understanding of how TVET functions on the ground and where it is heading.
