TVET in China: Historical Development, Status Quo and Challenges
CERE Expert Seminar Series 2025 ‘TVET Systems in BRICS Countries: Landscape and Contexts’
September 24
“We provide pupils with opportunities to know about different occupations, to know different options for further study”
The second Expert CERE Seminar was presented by Professor Jun Li, Director of the Institute of Educational Economy and Management at Tongji University. The discussion offered a grounded understanding of Chinese TVET within the context of Chinese economic and social developments.

According to Prof. Li, there are currently over 30 million students enrolled in TVET institutions in China. The country has more than 7,200 secondary vocational schools and 1,500 vocational colleges. It was also clarified that Chinese TVET comprises two systems: one for initial vocational education and one for adult training. Despite its increasing political significance, TVET in China still has a low social status.

The discussion provided valuable data on the significant changes that Chinese TVET has undergone over the last forty years. The system is now predicted to improve due to industrial development driving company investment in training and credential inflation in higher education making quality TVET more attractive in some regions.
